The operations of the Commission for the Regulation of Gambling and Lotteries (KRAlL) have been severely impeded for the past three months due to a lack of quorum, Danylo Hetmantsev, Chairman of the Parliamentary Committee on Finance, Taxation, and Customs Policy, said on Telegram on May 18.

“In two words, it’s a disgrace and shame,” he wrote.

“Merely establishing a collegial body is insufficient to restore order to the market – the involvement of the Verkhovna Rada’s Temporary Special Commission is necessary.”

A report on KRAlL’s activities reveals that the commission has been unable to convene any meetings since Feb. 21, 2023, resulting in hindered progress in fulfilling various obligations.

Following a committee meeting, Hetmantsev summarized the situation, noting that “the commission is currently blocked, and the online monitoring system is non-existent.”

In a recent development, the Cabinet of Ministers has proposed dissolving KRAlL and implementing an automated system for issuing gambling licenses.

Mykhailo Fedorov, the Minister of Digital Transformation, emphasized that automation would eliminate human intervention in the licensing process, making it an automatic procedure based on clearly defined criteria.

The Verkhovna Rada passed legislation on July 14, 2020, to regulate gambling activities in the country, which included the establishment of a commission to oversee this sector.

In February 2021, KRAlL approved the first six premises that meet the necessary requirements for conducting gambling activities.
