Prozorro e-procurement system reintroduces optional auctions

Prozorro, a procurement system used by the Ukrainian government, has announced that it will re-introduce optional auctions for purchases starting May 19, the Prozorro press service reported on Facebook, with reference to a resolution from the Cabinet of Ministers.
This feature allows customers to conduct purchases in the form of open bidding – not only via option, though they would need to justify their choice. This will enable users to respond flexibly to situations involving power supplies and other force majeures related to the war, Prozorra stated.
"We have been waiting for the return of auctions and are confident that this mechanism will revitalize competition and help us get the best bids," the company said.“And the use of the Prozorro system and our data transparency standards will increase public confidence in the reconstruction.”
In January, the government changed the rules for holding auctions and temporarily canceled bidding in the Prozorro e-procurement system – due to constant Russian attacks on energy infrastructure which prevented the system from being used in a variety of situations.
