War veterans in Ukraine have certain pension and retirement benefits, while allowances and pensions are established in accordance with the law.

Who qualifies as a war veteran?

These are persons who have taken part in combat missions for the protection of the country as part of military units, formations of all types of troops of the Armed Forces of the current army (navy), guerrilla units and underground resistance movement, and other formations both in wartime and in peacetime.*

*The list of units that are part of the current army and other formations is determined by the Cabinet of Ministers of Ukraine.

Those who qualify as war veterans are determined by Article 6 of the Law of Ukraine "On the status of war veterans, guarantees of their social protection."

Size of pensions for war veterans

The size of a pension for a war veteran, in accordance with the Law of Ukraine “On mandatory state pension insurance,” depends on the duration of the acquired insurance experience and the amount of earned income from which insurance premiums were paid.

Pension allowances for war veterans

Pensions for war veterans are provided to:

• increase by 25% the subsistence minimum set for persons who have lost their ability to work (such subsistence minimum is UAH 2,027 ($55) as of Aug. 1);

• targeted cash assistance for living worth UAH 40 ($1.09) (according to the Law of Ukraine “On improving the material state of war invalids);

• a monthly state targeted allowance that brings pensions up to the minimum pension payment, which is 210% of the subsistence minimum established for persons who have lost their ability to work (according to the relevant regulation).

Early retirement

War veterans have the right to early retirement by age provided that

women:

• have reached the age of 50;

• have at least 20 years of insurance experience;

men:

• have reached the age of 55;

• have at least 25 years of insurance experience.

According to the Law of Ukraine "On amendments to certain laws of Ukraine on improving pension legislation," which came into force in late April, the minimum amount of a military pension was increased if a serviceman was disabled as a result of war.
