Russian forces have damaged or destroyed about 80% of buildings in the liberated town of Izyum in Kharkiv Oblast, and restoration work and demining operations are ongoing, the Kharkiv Regional Administration reported on Telegram on Nov. 22.
In addition, Russian troops destroyed all of Izyum’s specialized utility equipment during their withdrawal from the town in early September.
"In this matter we ask Lviv, Ivano-Frankivsk, Kyiv and other oblasts for assistance,” said Kharkiv regional governor Oleh Synyehubov.
"We need support as Izyum is one of the worst damaged by occupiers towns, 80% of it is in ruins. It's known. So we need close ties with other Ukrainian regions.”
Both postal services and banks have resumed operations in Izyum, he noted.
