Ukraine's Luhansk Oblast was left without power on May 18 due to the shelling by invading Russian forces, Luhansk Governor Serhiy Haidai said in a Telegram messenger post.
"About an hour ago, those houses where the electricity still remained saw a blackout," he said.
"Active hostilities are taking place near Lysychansk, a 220 kV power line has been hit."
Haidai said that the Russians had damaged the last large electric substation in the region.
"The damage is very serious. Repairs are not possible until the end of hostilities," he said.
