Chinese Defense Minister General Li Shangfu will pay an official visit to Moscow on April 16-19, the ministry’s press service reported on April 14.

The minister will arrive in Moscow at the invitation of his Russian counterpart, Sergei Shoigu.

During the visit, Shangfu will hold talks with Russian military leaders and visit military academies.

According to the agency, Chinese and Russian servicemen “have achieved a new progress in strategic communication, joint training and practical cooperation.”

Other details regarding the visit were not specified.

Shangfu was tapped as the Minister of National Defense of the People’s Republic of China in early March 2023. Prior to that, he worked at the Xichang Cosmodrome Satellite Launch Center for over 30 years, including 10 years as its head.

In 2016-2017, he held the position of Deputy Commander of the People’s Liberation Army Strategic Support Force. In 2017-2020, he headed the Equipment Development Department of the Central Military Commission.

In 2018, Shangfu was put on the U.S. sanctions list for “engaging in significant transactions with persons” sanctioned under CAATSA, namely for transactions that involved “Russia’s transfer to China of Su-35 combat aircraft and S-400 surface-to-air missile system-related equipment.”

The United States and its allies have repeatedly said that China is considering supplying Russia with weapons, including drones, ammunition and artillery. Beijing continues to deny any such plans, and Ukrainian officials have stated that they have not seen evidence of direct Chinese involvement in providing arms to Russia.
