Russian occupation authorities in Luhansk Oblast are intensifying “filtration” measures, leading to numerous instances of people going missing after selective searches, Luhansk regional governor Serhiy Hayday stated on Telegram on Nov. 3.

"So-called "filtration" has been getting even worse in Milove and Novopskov,” he wrote, referring to two villages in the oblast.

“After selective searches were conducted, people went missing there.”

It's almost impossible for relatives of those disappeared to know if their loved ones are alive or not, Hayday said.

"They only calm down after the kidnapped persons are back,” he explained.

“Typically it takes one or two months.”

The food situation, part of the long-ranging humanitarian catastrophe unleashed by the full-scale Russian invasion, is improving, however, the regional governor stated.

According to Ukraine’s General Staff, the Russian military often uses local residents as “human shields,” conducting shelling from inhabited homes.
