The deadly Russian missile strike at a residential high-rise in Dnipro proves that Russia is a “terrorist state” and an “enemy of humankind,” Ukrainian President Volodymyr Zelenskyy said in his evening address on Jan. 17.

According to the president, the attack killed 45 people, including six children, and left 79 injured.

“Small children and civilians are Russia’s enemies,” said Zelenskyy.

“Clearly, this happened because Russia has become an enemy of humankind.”

The president also praised First Lady Olena Zelenska’s speech at the World Economic Forum meeting in Davos, Switzerland, in which she called on the international community to hold Russian war criminals accountable for their actions in Ukraine.

“The world hears Ukraine in Davos – they know what Russia did in Dnipro, what (these) terrorists are doing to Kherson, Kharkiv, to our Donbas, and our other territories, to which Russia has brought death. We’re lobbying for increased pressure on the terrorist state,” Zelenskyy added.

Earlier on Jan. 17, Dnipropetrovsk Oblast governor Valentin Reznichenko said that the Russian Kh-22 anti-ship hypersonic missile killed 45 people in the Jan. 14 strike at an apartment complex in Dnipro. The attack destroyed 72 and damaged 230 apartments. Ukraine’s existing air defenses cannot counter this particular missile type.
