Kyiv, Lviv, Kharkiv and Kirovohrad oblasts top the list of Ukrainian regions with the most cases of theft of humanitarian aid, Interior Minister Denis Monastyrsky, said on Ukrainian national television on June 21.
In terms of oblasts, we have two “leaders” in fraud – Kyiv and Lviv oblasts. The other ones are Kharkiv Oblast and Kirovohrad Oblast, " he said.
Monastyrskyi said that in most cases fraudsters stole cars purchased for the Ukrainian army, as well as fuel, medicines, bulletproof vests and food.
In a number of cases, fraudulent schemes had been organized by Russians, he said.
He added that at the moment 247 criminal proceedings have been opened on the theft of humanitarian aid. Twenty-nine persons have been reported as suspects in such cases.
Law enforcement officers on June 1 uncovered a suspected case of fraud with humanitarian aid involving the deputy chairman of the Chernivtsi Oblast Military Administration.
