The Seimas, Lithuania’s parliament, has passed a resolution “On limiting the terrorist influence of Russia,” calling for that country’s complete isolation, the European Pravda Ukrainian newspaper reported on March 21.
In the resolution, Lithuania called on the European Union to jointly create a legal framework “for recognizing states as state sponsors of terrorism and states that use terrorist means.” Lithuania itself recognized Russia as a state sponsor of terrorism in May 2022.
Lithuanian lawmakers also urged the EU to more closely monitor compliance with sanctions against Russia.
The European Parliament recognized Russia as a state sponsor of terrorism on Nov. 23, 2022. However, the EU itself lacks a legal mechanism for such a recognition, making the designation largely performative.
While there have been bipartisan calls in the U.S. Congress to label Russia as a state sponsor of terrorism, the administration of U.S. President Joe Biden has so far resisted doing so, with White House press secretary Karine Jean-Pierre saying in Sep. 2022 that the designation would not serve as the most effective way to hold Russia accountable for its crimes and aggression in Ukraine.
