Ministry of Justice to finalize international treaty on reparations in 2023

The Ministry of Justice of Ukraine plans to finalize an international reparations agreement next year, Iryna Mudra, Deputy Minister of Justice, said in an interview with Forbes Ukraine on Nov. 16.

The Ministry is looking to sign an agreement with the G7 nations, in which the mechanism for collecting Russian reparations will be approved, in 2023. Ukraine expects that all member states will join the agreement, since they have the largest concentration of frozen Russian assets.

After concluding the agreement, it must be ratified by all participating countries, Mudra said. For this, Ukraine and all other participating countries will have to make changes to their legislation.

Canada has already taken such a step, Mudra noted. She also added that there are legislative initiatives in the U.S. Congress, and the European Union is preparing a separate directive.

The agreement will necessitate the creation of registry that will record the damage caused by the war. It should be in place by May 2023, the deputy minister said. These damages include harm caused to Ukrainian citizens, businesses, the country’s infrastructure, ecology, municipalities, and the state in general.

The Ukrainian government has already started the process of collecting information about these damages on the basis of the Diia e-governance app, Mudra noted. Currently, the department is negotiating with the Ministry of Digitalization so that this information will be promptly transferred to the international registry when it is created.
