Most of the fighters of the so-called "Donetsk People's Republic" ("DPR") have been killed in battles with the Ukrainian military near the port city of Mariupol, the Main Intelligence Directorate of Ukraine's Defense Ministry reported via Telegram messenger on April 23.

The Russian invaders involved nearly of the so-called “DPR" puppet authority’s forces in the fighting in the Mariupol direction, including members of the "DPR internal troops" and cadets from  the Donetsk Academy of the puppet authority’s “Ministry of Internal Affairs.”

The "DPR Interior Ministry" is said to have suffered heavy losses in the Mariupol direction over the course of the war: they have lost up to 1,000 people, including 26 cadets; and have more than 2,800 wounded.

In other areas, representatives of the so-called "people's militia" lost about 500 people, and about 2,100 wounded.

The lack of "law enforcers" has worsened the situation in the puppet authority controlled territories, and the erosion of "public order" has significantly complicated further forced mobilization.

According to Ukrainian intelligence, the so-called "DPR interior minister" has decided to appoint a special official investigation into the head of the Donetsk Academy of the Ministry of Internal Affairs and the Chiefs of Staff of the "Interior Ministry" over this loss of personnel.

The puppet authorities in both Donetsk and Luhansk remain non-autonomous divisions of the Russian intelligence apparatus.
