NATO and the United States on Jan. 26 delivered a written response to Kremlin demands for security guarantees to the Russian Foreign Ministry in Moscow. NATO Secretary General Jens Stoltenberg called on Russia to withdraw its troops from Ukraine and Georgia, where he said they had been deployed without these countries' consent.
