Russian forces have shelled a thermal power plant near the town of Slovyansk in Donetsk Oblast, causing water supply outages in the city, Donetsk governor Pavlo Kyrylenko said in a Facebook post on Sept. 17. There were no casualties in the attack and the resulting fire was extinguished in an hour.

As firefighters arrived on site to contain the fire around a damaged electric transformer, the facility came under another artillery attack. First responders had to halt their operations and shelter for the time being. The fire was extinguished an hour later.

Russia had earlier attacked a major thermal power plant in Kharkiv on Sept. 11, killing two civilians and precipitating blackouts across a number of Ukrainian regions. Power supply to affected areas was restored within several hours.
