Day 35 of Putin's war. Russia attacks several settlements in Donbas, UK signals readiness to provide security guarantees to Ukraine

Russia's full-scale invasion of Ukraine has been going on for more than a month. Today, March 30, is the 35th day of Putin's war. NV has been tracking main events of the day.

UPDATE(2046): Russian occupiers have abducted 13 local councils' heads in 6 Oblasts of Ukraine, Chesno has reported. Pro-Ukrainian officials of Kharkiv and Kherson Oblast faced the harshest repression.

Meanhile Dnipro Mayor Borys Filatov has reported about a Russian missile strike against the city. Filatov refused to reveal any details so far.

UPDATE(1931): Ukrainian President Volodymyr Zelensky spoke with the U.S. President Joe Biden. 

The leaders discussed new sanctions against Russia and more humanitarian and military aid for Ukraine.

UPDATE(1717): Up to 300 civilians and 50 Ukrainian servicemen have been killed by Russian soldiers in Irpin, local mayor Oleksandr Markushyn has said during a press briefing.

Ukrainian authorities have started inspecting recently liberated Irpin. A town near Kyiv has become a hotspot of heavy fights in Kyiv Oblast. 

"They were just shooting people they did not like. And crushed the corpses with tanks," Markushyn said.

The mayor added that civilian casualties' number is estimated as due to heavy fights some people were burried right on the streets of Irpin.

UPDATE (1702): State Emergency Service of Ukraine has updated the number of victims in the March 29 Russian shelling of Mykolaiv Oblast Council building. According to the new information, 14 people have been killed and 34 were wounded in the attack. On March 29 Russians shelled 9-story bulding of Mykolaiv Oblast Council. As a result one section of the building collapsed.

UPDATE (1450): Russian soldiers are reported to have been raping Ukrainian teenage girls. Ukrainian doctors in liberated towns have been recording mostly young 16-18 year-old girls coming to hospitals with visual signs of rape. On March 30, Ukraine's SBU security service published a fragment of a intercepted phone conversation between a Russian soldier and his wife. 

On the tape, a man with Russian accent tells his wife that three tankmen from the Russian army raped a 16-year-old girl in Ukraine. 

Women also have become victims of Russian rape. One Ukrainian woman, Natalya from Kyiv Oblast, told her story to The Times. Russian soldiers murdered her husband and raped her several times while her young son was crying in the next room.

UPDATE (1314): Russian forces have shelled Nizhyn, a town in Chernihiv Oblast, local mayor Oleksandr Kodola reported in a Facebook post.

One person was killed and six were wounded, including one child. Kodola also said that the Russian shelling damaged 10 private houses, and destroyed three.

- Meanwhile Ukrainian ombudswoman Lidumyla Denysova has said in a statement that Russians have been forcibly deporting women with children and pregnant women from Mariupol to Russia.

According to her, the invaders have kidnapped more than 70 people - women in labor and doctors from maternity hospital No. 2, located  in the Left Bank district of Mariupol. All of them were reportedly taken to Russia.

Denisova called on the world community to respond to the illegal deportation of Ukrainian citizens to the territory of the Russian Federation - women with newborn children.

Earlier, Mariupol Mayor Vadym Boyko reported that the Russians have already kidnapped more than 30,000 residents of the besieged city. Some 160,000 people remain trapped in the city, which has been almost destroyed by constant Russian shelling.

UPDATE (1305): The Ukrainian government will help Ukrainians to rebuild apartments and houses destroyed by Russian shelling, Ukraine's President Volodymyr Zelensky has said in a statement.

Kyrylo Tymoshenko, deputy head of the Zelensky's Office, added that the government has already started working on a special program. Soon, every Ukrainian who has lost home will be able to obtain compensation from the state by filing a request in the Diia App of electronic documents.

Applicants will have to add personal information and information about the damaged or destroyed housing, including pictures of the damage, in their request. Only the owners of the houses and the apartments will be able to apply for financial compensation.

After yesterday's Russo-Ukrainian negotiations in Istanbul, Russia claimed it would significantly cut "military activity" in Kyiv and Chernihv Oblasts and announced a partial troop withdrawal. With all eyes on what the Kremlin actually does, the Pentagon has stated Russia has not been withdrawing but relocating its troops.

Meanwhile, the UK's Defense Ministry has claimed the Russian "withdrawal" is connected to the fact that Russians have lost the initiative in their attempts to encircle Kyiv.

The General Staff of the Ukrainian Armed Forces has confirmed that there has been a partial withdrawal of the Russian troops from Kyiv and Chernihiv, but claimed the true goals of the Russians' pull back could be: a rotation of certain units, misleading the military leadership of the Ukrainian army, and creating a false idea about the invaders' decision to abandon its attempts to encircle Kyiv. 

Vadym Denysenko, an advisor to the Interior Minister of Ukraine said in a statement that Ukraine did not observe any decrease in Russia's military activity in Kyiv Oblast overnight. Heavy fighting was continuing in the area around Irpin, and Ukrainian air defense systems reportedly shot down several missiles over Kyiv.

"We can talk only about partial withdrawal to Belarus. But it looks more like a rotation and wound-licking, rather than an actual pause of war activities," Denysenko said.

Overnight, the Russians bombed residential districts in Lysychansk, destroying several high-story buildings, Luhansk Governor Serhiy Haidai reported.

According to him, casualties have been reported, and their number is being established. “There is a lot of fallen debris. Rescuers are trying to save the living,” Haidai said.

Nearby Donetsk Oblast was also subjected to massive strikes early in the morning, Donetsk Governor Pavel Kyrylenko has said.

The invaders have shelled Mariyinka and Novomykhailivka with artillery. Avdiyivka and Krasnohorivka were also attacked. Kyrylenko reported there were fires and heavy damage in the attacked settlements. 

Overnight, air raid sirens were howling all over Ukraine. The Russians shelled food storages in Brovary District in Kyiv Oblast. Chernihiv came under attack again. In Khmelnytskiy, in central western Ukraine, air strikes cause fires in industrial areas, the local government has reported.
