Persistent attacks by Russian troops haveleft the whole of Luhansk Oblast without power, water, natural gas, or cell coverage, the head of the regional administration, Serhiy Haidai, said in a Telegram post on May 10.

“Luhansk region is completely disconnected from everything; settlements that remain free (from Russian occupation) have no power, water, gas, and mobile network coverage,” said Haidai.

He added that the Russians are continuing to shell the critical Lysychansk–Bakhmut road. Fierce fighting is ongoing around Popasna and Bilohorivka. Ukrainian forces are eliminating the Russian troops that managed to cross the Siverskiy Donets River.

“Fighting is still going on in Rubizhne and Voyevodivka, but our defense there is holding,” Haidai’s message reads.

Over 40,000 civilians remain in these areas still; the authorities hope to deliver critical humanitarian supplies to them in several days.

According to Haidai, it’s currently impossible to evacuate people to safety – evacuation efforts will have to wait until the Ukrainian army manages to push the Russians away from evacuation routes.
