Officers of the State Bureau of Investigation conducted searches in two departments of the Kyiv City State Administration, the agency reported on Facebook on Dec. 3.
This happened within the framework of the pre-trial investigation into misuse of recreational lands of one of the capital's parks, and abuse of power.
According to the SBI, among other things, documents on the announcement of a tender to attract an investor and the implementation of the terms of the investment agreement between the Kyiv administration and a Kyiv enterprise were seized.
Investigators found that in 2015, a Kyiv-based company entered into an investment agreement with the Kyiv City State Administration for the construction of sports facilities.
However, according to available data, the company is not complying with the terms of the investment agreement, in particular regarding the terms of construction and the schedule of project financing.
Evidence of the misuse of park territories was also recorded. Citing an source in the law enforcement agencies, NV’s sister publication Ukrayinska Pravda reports that this concerns Muromets Park.
The work, which was supposed to be completed by March 2022, as of Dec. 3 was only 30% completed. The total amount of investment, according to the contract, is almost UAH 149 million ($4.1 million), the State Bureau of Investigation reported. Law enforcers are checking whether city officials are involved in the company's failure to comply with the conditions over the past seven years.
The criminal proceedings were opened under the Criminal Code article on abuse of power or official position, which resulted in serious consequences (Part 2 of Article 364 of the Criminal Code of Ukraine).
Those found guilty under this article can face punishment in the form of imprisonment for up to six years.
