Ukraine alone decides how to conduct military operations, Washington says

In light of the recent apparent incursion
of pro-Ukrainian forces into Russia’s Belgorod
Oblast, the United States maintains that Ukraine alone decides how to
prosecute the war against the Russian invaders, U.S. State Department Spokesperson
Matthew Miller said at a press briefing on May 22.
During the briefing, Miller stated that Washington does not encourage attacks on Russian territory.
“In respect to the broader policy question, we have made it very clear to the Ukrainians that we don’t enable or encourage attacks outside Ukraine’s borders,” said Miller.
"It's important to take a step back and remind the world that of course it is Russia that launched this war, it’s Russia that continues to launch attacks on civilians…"
Earlier on May 22, the Freedom of Russia Legion, together with the Russian Volunteer Corps (RVC), claimed they have “liberated” Kozinka and Gora-Podol in Russia’s Belgorod Oblast.
Ukrainian officials said Kyiv is aware of these developments, with no direct involvement in what they described as an “internal Russian matter.”
Belgorod Governor, Vyacheslav Gladkov, subsequently announced a counter-terrorism operation being underway in the region.
