Ukraine calls for urgent UN-EU monitoring mission at Kakhovka HPP

International organizations should urgently send a monitoring mission to the Kakhovka Hydroelectric Power Plant (HPP), in order to prevent it from being sabotaged by Russian forces, Ukrainian PM Denys Shmyhal said in a Telegram post on Oct. 21.

During a cabinet meeting, Shmyhal stressed that a Russian act of terror at the facility could flood dozens of towns in southern Ukraine, placing thousands of people in danger.

"...we are appealing to the UN, the EU, and other organizations to send an international monitoring mission to the Kakhovka HPP,” said Shmyhal.

“International experts should immediately arrive at the plant, along with Ukrainian personnel."

The PM also urged residents of the temporarily occupied territories in Kherson Oblast and nearby regions to leave for Ukraine-controlled territory.

According to Ukrainian intelligence, Russian troops have rigged the dam of Kakhovka HPP with explosives. Ukrainian President Volodymyr Zelenskyy warned on Oct. 20 that the destruction of the dam would be an unprecedented act of terrorism on Russia’s part.

Ukrainian military suggested the Kakhovka dam could be blown up “as a measure of last resort,” if Russian lines in Kherson Oblast start to collapse.
