Commissioner for Human Rights Lubinets met Russian counterpart during prisoner swap

Ukrainian Parliamentary Ombudsman for Human Rights Dmytro Lubinets met with his Russian counterpart, Tatyana Moskalkova, to negotiate various humanitarian issues, he said in a Telegram post on Oct. 17.
"During the exchange of prisoners, I met with Russian Ombudswoman Tatyana Moskalkova for the first time,” he wrote.
“The need for negotiations is (sparked by) the humanitarian sphere. In particular, (we discussed) the need to intensify the repatriation of prisoners of war and the release of civilian hostages.”
According to him, the parties discussed the need to visit the Russian prisoner-of-war colony in the occupied town of Olenivka by Ukrainian, Russian, and, if necessary, third party delegations; the need for bilateral cooperation in many issues concerning civilians; the need to develop ways to visit prisoners of war, inspection of places of their detention, both in the territory controlled by Russia and in Ukraine; providing an opportunity for prisoners of war to call their relatives; a thorough search for missing persons; the reunification of families when children and parents are in different territories; and the restoration of documents for civilians.
After the meeting, the parties agreed to send official letters to implement the agreed tasks, which include the protection of human rights.
"I hope that the implementation of the agreed proposals will be a step to help our citizens!" Lubinets stated.
