Russia unlikely to accept peace deal without control over Ukraine
Russia is unlikely to agree to any peace deal or security guarantees for Ukraine that would not ensure Moscow’s long-term control over the country, analysts at the Institute for the Study of War (ISW) said on Dec. 15.
