EU’s loan will not burden Ukraine’s public finances, ministry says

Kyiv will begin repaying the EU’s EUR90 billion ($105 billion) Ukraine Support Loan only after Russia pays war reparations, the Finance Ministry told Interfax-Ukraine news agency on April 30.

Additionally, the EU reserved the right to use frozen Russian assets to cover repayment.

The Finance Ministry added that European Commission documents do not specify a repayment deadline and that Ukraine would have no obligation to repay the loan if Russia does not compensate Kyiv for war damage.

Officials said technical consultations are continuing on the number and size of tranches. The timing and budgetary allocation of the funds will be tied to Ukraine meeting specified conditions, which could affect the size of individual payments.

The EU’s overall package totals EUE90 billion, split into EUR60 billion for military support and EUR30 billion for budgetary stability. Ukraine expects to receive EUR45 billion in 2026, including EUR28.3 billion for defense and EUR16.7 billion for social and macrofinancial support.
