“During severe frosts last winter, the enemy deliberately targeted power and heat generation facilities, meaning our main task now is preparing a backup system,” Klitschko said. “In preparing for the upcoming season, our primary task is to establish a backup system. Kyiv's heating network is one of the largest in Europe and took decades to build, making it impossible to fundamentally overhaul in such a short timeframe.”
He also noted that the city faces critical shortages of skilled workers, funding, and time.
“While we have completed nearly half of our planned work, this figure represents an average across dozens of unique projects. They vary widely in scale, equipment requirements, funding, and timelines,” Klitschko explained. “Some initiatives are over 90% complete, while others simply cannot be finished within three to six months.”
However, Klitschko stated that core preparatory work in Kyiv is scheduled for completion before the heating season begins, while large-scale projects requiring specialized equipment manufacturing will continue through the end of the year.
The National Security and Defense Council of Ukraine met on August 5 to review regional infrastructure resilience plans, approving a tailored strategy for Kyiv that is already underway.
