Ukrainian businesses adapted to rolling blackouts, NBU governor says

Speaking at a public event hosted by NV Business, Pyshnyy was asked about the NBU’s assessment of how the deepening energy crisis reflects on Ukraine’s economy.

“I want to acknowledge the resilience of Ukrainian businesses; this is what differentiates us in 2025 from where we were in 2022,” he said.

The 84% figure he cited was from a survey of private sector firms recently conducted by the Ukrainian Chamber of Commerce and Industry.

“… it [the poll] actually indicates that we have a clear sense that we will continue to function and think about development under any circumstances,” Pyshnyy added.

Daily rolling blackout schedules have been in effect across Ukraine since early October, as Russia continues to launch hundreds of drones and dozens of missiles at power plants and substations in frequent attacks. Unlike Moscow’s previous attempts to knock out the Ukrainian energy system, this year’s campaign focuses on a specific region at a time, overwhelming local air defense with the sheer number of incoming airborne threats.
