NBU eases forex rules for non-residents, defense contractors

The National Bank of Ukraine (NBU) will relax restrictions on foreign exchange operations for non-residents serving in the Ukrainian military and defense contractors, the NBU announced on April 24.

Easier currency purchases for defense firms

Banks may ignore foreign-currency balances on accounts when processing requests from defense enterprises if the funds were received from foreign governments to finance production of military or dual-use goods.

Greater currency access for non-resident servicemembers

Nonresident servicemembers will be able to buy and transfer abroad unlimited amounts of foreign currency equal to the pay they receive, provided those funds are credited to their accounts on or after May 1, 2026. Payments credited before May 1, 2026, will remain subject to the existing limit of the equivalent of UAH400,000 ($9,000) per month.

Easier currency payments for high-skilled nonresident workers

Ukrainian companies may buy and transfer foreign currency to accounts outside Ukraine held by nonresident members of supervisory boards, boards of directors, or executive bodies. Nonresidents also will be allowed to buy and transfer abroad foreign currency equal to payments credited from May 1 to their Ukrainian bank accounts.

The measures are dated April 23 and take effect April 25.
