The National Bank of Ukraine (NBU) predicts a comfortable international financing situation for the country in 2025, but there are concerns regarding a funding gap for 2026-2027, NBU flags aid shortfall: only one-third of Ukraine’s needs secured told the Interfax-Ukraine news agency on Sep. 2.
Only a third of the $65 billion required for this period has confirmed funding sources, leaving a substantial amount to be secured.
“There is a financing gap for next year and an even bigger one for 2027,” Nikolaychuk said.
The NBU's estimation of external financing needs for 2026-2027 exceeds the government's projection, with $35 billion and $30 billion required for each year, respectively.
These figures exclude reserves planned for 2025 from funds obtained through the Economic Resilience Activity (ERA) mechanism from frozen Russian assets.
