Ukraine introduces new incentives for military personnel

The new mobilization reform includes a salary raise for Ukrainian military personnel, with active servicemen eligible for additional remuneration of UAH 100,000 under certain circumstances, and other incentives for military personnel explained.

The minimum salary of a soldier in Ukraine will be UAH 33,000 by the end of 2024. This includes a conscript's base salary of UAH 20,000 and an additional UAH 13,000 for military rank. These payments are exempt from the 1.5% military tax.

Servicemen in missile, artillery, and air defense troops who engage the enemy without being in the combat zone will receive a payment of UAH 100,000. Those directly involved in hostilities or ensuring national security and defense measures in active areas also receive UAH 100,000 monthly. This payment is extended to captured servicemen, hostages, those interned in neutral states, and those missing in action.

Soldiers engaged in demining activities outside combat zones are eligible for the same UAH 100,000 payment.

The mobilization reform, effective May 18, introduces several incentives for military personnel, including:

  • Retention of financial support during continuous treatment and medical leave.
  • Compensation for meals and other personal needs, with appropriate documentation.
  • A UAH 150,000 certificate for purchasing a car, available within three months of signing the contract.
  • Additional vacation of up to 15 days.
  • Rewards for destroying or capturing enemy weapons or equipment.
  • For first-time contracts, compensation of 50% of the first installment of a residential mortgage loan, plus an additional UAH 100,000 after the first and second years of service.
  • Exemption from interest on loans, fines, or penalties for military personnel and their spouses.
  • Inclusion of parental leave in the military service period.
  • Annual leave granted in parts throughout the calendar year, with a minimum continuous period of 15 days.
  • Service in combat areas counts as one month of service for every three months served.
  • An additional 90-day vacation without division after release from captivity, with financial support.
  • One-time financial assistance of UAH 15 million to the family of a serviceman in the event of their death.
