Men who are members of the crews of sea and river vessels and continue to work there, as well as university students who are to undergo practical training on a vessel, will be allowed to go abroad, Shmyhal said.
Ukraine is a world leader in terms of numbers of highly qualified sailors, with more than 100,000 Ukrainians working in global merchant shipping. This decision will provide jobs for thousands of sailors and increase budget revenues, Shmyhal said.
Earlier, the Verkhovna Rada Committee on National Security Issues considered a petition to allow Ukrainian sailors to travel abroad, which gained the necessary 25,000 signatures. However, this proposal was rejected in May.
During martial law in Ukraine, men aged 18-60 are prohibited from traveling abroad, but there are a number of exceptions if there are legal grounds for leaving the country. The NV published a list of which men were allowed to cross the border during the war. Later it was proposed to expand the list.
On Aug. 19, the Cabinet of Ministers announced that it would allow business representatives to travel abroad during martial law.
