NV reveals which top officials earned the most in 2024

NV reviewed the 2024 financial disclosures of top government officials and identified those with the highest incomes.

The deadline for officials to submit financial declarations expired on March 31. NV reviewed the reports of all government officials who held ministerial positions in 2024 and identified five current and former top officials with the highest incomes.

The analysis includes earnings from salaries, dividends, gifts, and other benefits declared by ministers and their families.

1. A millionaire in office: Oleksiy Chernyshov, Deputy Prime Minister and Minister of National Unity

Oleksiy Chernyshov, who became Minister of National Unity in December 2024 after serving as chairman and CEO of Naftogaz, reported the highest income.

Chernyshov and his family earned 37.5 million UAH ($952,000) last year. His salary from Naftogaz was 25.1 million UAH ($637,000), with an additional 90,500 UAH ($2,300) from the government. He earned 6 million UAH ($152,000) in bank interest, 3.4 million UAH ($86,000) from selling movable property, 747,000 UAH ($19,000) in government bond interest, and 4,600 UAH ($120) in other income.

His wife, Svitlana, earned 1.4 million UAH ($35,000) from business activities, 655,700 UAH ($17,000) in salary from Taras Shevchenko National University of Kyiv, and 13,600 UAH ($350) in fees.

2. Wealthy agribusinessman: Mykola Solskyi, former Minister of Agrarian Policy

Mykola Solskyi, who led the Ministry of Agrarian Policy until May 2024, ranked second with a family income of 25.4 million UAH ($645,000).

His earnings included 16.25 million UAH ($412,000) from selling securities and corporate rights, 8.3 million UAH ($210,000) in dividends, 537,600 UAH ($14,000) in salary from the ministry, 200,600 UAH ($5,000) in insurance payments, and 43,500 UAH ($1,100) from business activities.

His wife, Ruslana, received 40,400 UAH ($1,000) in social payments and 23,800 UAH ($600) in insurance payments.

3. Investment income: Oleksandr Kamyshin, former Minister for Strategic Industries

Oleksandr Kamyshin, who led the Ministry of Strategic Industries until September 2024 before becoming a presidential adviser and a board member at Ukrzaliznytsia, earned 15.8 million UAH ($402,000) last year.

His earnings included 5.3 million UAH ($135,000) from redeeming securities, 2.6 million UAH ($66,000) from selling securities and corporate rights, 1 million UAH ($25,000) in ministerial salary, and 81,400 UAH ($2,000) from the Ukrainian Defense Industry Joint Stock Company. He also reported 624,300 UAH ($16,000) in coupon income, 524,600 UAH ($13,000) in fees, 7,500 UAH ($190) in bonuses from Ukrzaliznytsia, 241,300 UAH ($6,000) in bank interest, and 18,300 UAH ($470) in income from securities.

Additionally, he listed 1 million UAH ($25,000) each as support payments for his two children.

4. Diplomatic earnings: Dmytro Kuleba, former Foreign Minister

Dmytro Kuleba, who led the Foreign Ministry until August 2024, and his partner declared a total income of 11.7 million UAH ($297,000).

His earnings included 1.5 million UAH ($38,000) in ministerial salary, 1.4 million UAH ($35,000) from business activities, 294,700 UAH ($7,500) in royalties from Knyholav LLC, a 401,900 UAH ($10,000) gift, and 11,800 UAH ($300) in bank interest.

His partner, Svitlana Paveletska, earned 7 million UAH ($177,000) from business activities, 542,300 UAH ($14,000) in salary from Klyuchovi Strategicheskie Narrativy LLC, and 489,500 UAH ($12,000) in fees from Eagle Vision Dynamic LLC.

5. Prime Minister’s family wealth: Denys Shmyhal

Prime Minister Denys Shmyhal ranked fifth, declaring 9.7 million UAH ($246,000) in family income, most of it from his wife.

Shmyhal personally earned 1.2 million UAH ($30,000) in salary from the Cabinet of Ministers. His wife, Kateryna, earned 7.5 million UAH ($190,000) from business activities, 994,700 UAH ($25,000) from selling property, 24,000 UAH ($600) in salary from Cadiz UA (a real estate leasing firm), and 35,300 UAH ($900) in pension payments.
