The U.S. Treasury Department Office of Foreign Assets Control has extended a limited exemption allowing certain seaborne shipments of Russian oil and petroleum products loaded as of April 17, issuing General License 134B while keeping sanctions in place.
The new exemption will remain in effect until May 16, 2026. The agency said the administration of Donald Trump had thus renewed a 30-day waiver for countries purchasing sanctioned Russian oil and petroleum products transported by sea, despite earlier signals it would not extend the practice.
The previous exemption was introduced on March 12, 2026. At the time, OFAC issued General License 134, allowing the delivery and sale of Russian oil and petroleum products that had already been loaded onto vessels as of March 12, 2026.
