The document outlines long-term approaches to the extraction and processing of critical raw materials, as well as the development of high value-added manufacturing to integrate Ukraine into global supply chains, the Ministry of Economy, Environment and Agriculture said.
"The strategy through 2056 provides the sector with a clear development trajectory. It is a comprehensive vision designed to help focus initiatives and actions. For us, this document is, above all, an opportunity to better prioritize key areas that require capital, technology and long-term offtake agreements," Deputy Economy, Environment and Agriculture Minister Yehor Perelyhin said.
He noted that Ukraine must develop not only extraction, but also processing capacity, infrastructure, workforce potential and high value-added manufacturing. The strategy therefore also includes measures to address tailings facilities and waste generated by the mining and metallurgical industries.
The document aims to tackle systemic challenges, including outdated geological data, cumbersome permitting procedures, labor shortages and infrastructure constraints. It also addresses global challenges linked to the concentration of critical raw material supply chains and the risk of disruptions in international markets.
The strategy's key priorities include:
accelerating investment projects in the extraction and processing of critical minerals;
integrating Ukraine into global supply chains;
improving industrial competitiveness through cost optimization and innovation; and
advancing the circular economy through the recycling of materials recovered from waste.
The strategy was developed by the Ministry of Economy in cooperation with experts from DiXi Group as part of the government's Priority Action Plan and Ukraine's commitments under its Association Agreement with the European Union.
