Ukraine offers subsidized loans to counter power outages - key highlights

The government will fully cover the interest rate on these loans for a decade. Homeowners can receive loans of up to 480,000 UAH ($11 579)  to purchase and install hybrid power supply systems.

These loans are available through several banks, including PrivatBank, Sberbank, Ukrgasbank, Sense Bank, and Globus.

The Affordable Loans program with interest rates ranging from 5% to 9% has commenced for condominium associations and housing cooperatives. 

They can obtain loans up to 5 million UAH ($120 614) for up to five years at a 7% annual rate to purchase alternative energy installations, energy storage systems, and auxiliary equipment. 

This program works jointly with the GreenHouse initiative, which reimburses up to 70% of project costs upon completion.

These loans are issued by PrivatBank, Oschadbank, Ukrgasbank, Sens Bank, Globus, Sky Bank, and Vostok bank.

Ukrainian President Volodymyr Zelenskyy announced plans to build up to 1 GW of gas-powered maneuverable generation by the end of 2024 with partners' support, and an additional 4 GW in the following years at the opening ceremony of Ukraine Recovery Conference in Berlin on June 11.

Russian missile and drone strikes have already destroyed 9 GW of Ukraine’s power capacity, with last winter’s peak energy demand reaching 18 GW.

Former Energy Minister Advisor and Ambassador Extraordinary and Plenipotentiary Lana Zerkal expressed skepticism, suggesting that achieving the 1 GW goal by the end of 2024 is unrealistic.

Volodymyr Popereshnyuk, co-founder of the NOVA group, believes that constructing gigawatt-scale generation within a year is feasible, though it would require an investment of $500 million.

Ukraine’s energy system needs 5-6 GW of various types of generation, Volodymyr Kudrytskyi, Ukrenergo Chair, said at the Ukraine’s Recovery conference in Berlin.

Each attack on the energy system results in the loss of 1-2 generation units.

Ukraine's Energy Minister Herman Halushchenko highlighted the urgency of new generation projects that would add gigawatts to the energy system as soon as possible. 

Oleksiy Chernyshov, Naftogaz Ukraine Chair, advocated for the Ukrainian energy market liberalization where feasible, to stimulate business and develop production capacities.
