Ukraine extends state support to farmers working on irrigated land in frontline oblasts

Ukraine’s Ministry of Economy, Environment, and Agriculture announced that government support will now be available for agricultural producers and water user organizations operating on irrigated lands in front-line territories.

Under the new program, agricultural producers using reclaimed lands will be eligible for state subsidies covering up to 50% of reconstruction or construction costs for irrigation systems — capped at 26,500 hryvnias (about $660) per hectare — for work carried out between Nov. 1, 2024, and Oct. 31, 2025. Water user organizations may also receive up to 50% reimbursement for reconstruction and capital repair of pumping stations commissioned within the same timeframe.

Applications for support will be processed through the State Agrarian Register.

“This is a crucial decision to support agricultural producers,” said Minister of Economy, Environment, and Agriculture Oleksii Sobolev. “Due to the consequences of the war, including the destruction of the Kakhovka Hydroelectric Power Plant, and droughts in the south and east, farmers in several Ukrainian regions are facing serious damage and crop losses. Financial support from the state budget for the restoration and construction of hydrotechnical infrastructure will help expand irrigation and reduce risks during the irrigation season.”

In July, as part of the ARISE project, Ukraine received a third assistance tranche exceeding 1 billion hryvnias (about $25 million), which will be directed toward supporting small Ukrainian producers and farming households.
