The Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law was promulgated by the Council of Europe in September 2024. The document sets broad guidelines that aim to prevent AI technology from interfering with fundamental human rights, democratic values, and the rule of law.
Deputy Digital Transformation Minister Oleksandr Bornyakov and Deputy Secretary–General of the Council of Europe Bjorn Berge signed the document.
“Artificial intelligence is already a part of our lives — soon it will appear in our work and our dreams,” the ministry said in a statement.
“But before we implement this innovation, it’s important to clearly define the rules.”
The convention sets out principles that governments should follow when drafting laws and using AI products in the public sector. Among these are:
- Respect for human dignity and autonomy
- Transparency and oversight
- Non-discrimination
- Privacy protection
- Reliability
- Security in innovation
“Signing the convention is an important step toward advancing AI in our digital state,” the ministry added.
“Ukraine isn’t just joining the technological future — we are shaping it to meet global standards alongside industry leaders.”
