Ukrainian state registers resume operations after cyberattack by Russia

The Ministry of Justice announced that the following registers are now operational:

• State Register of Real Rights to Real Property
• State Register of Encumbrances on Movable Property
• Automated System of Enforcement Proceedings
• Electronic Register of Apostilles
• Unified Register of Convicted Persons and Persons Taken into Custody
• Automated System of Bankruptcy and Insolvency
• Unified State Register of Persons Subject to Ukraine's Law on Purification of Power

However, data updates are ongoing, limiting notaries' and registrars' access to the State Register of Real Rights to Real Property and the entry of updated data on encumbrances by state and private executors.

The Ministry also noted that electronic information exchanges with state bodies, including the State Tax Service, Ministry of Internal Affairs, and others, are being restored.

Access to online services related to these registers will be available soon on the portal and the Diia app.

Russian cyberattack on Ukrainian state registers on Dec. 19

On Dec. 19, 2024, Ukrainian Deputy Prime Minister for European and Euro-Atlantic Integration Olha Stefanishyna announced the largest recent cyberattack on Ukrainian state registers by Russia, targeting the civil status acts register, the state register of legal entities and individual entrepreneurs, and the real rights to real estate register.

Stefanishyna stated that restoring the affected registers would take up to two weeks and confirmed that there was no evidence of personal data leakage.

On Dec. 20, Andrii Kovalenko, head of the NSDC Disinformation Countermeasures Center, reported that Russian hackers linked to the GRU had carried out the cyberattack.

Deputy Minister of Defense Kateryna Chornohorenko said that the Ministry of Defense’s registers were functioning normally, though access to deferrals from mobilization through the Reserve+ application was temporarily halted.

Oleksandr Fedienko, a member of the Verkhovna Rada Committee on National Security, Defense, and Intelligence, reported that a login through a top-level account was detected during the attack.

By Dec. 30, the Ministry of Justice had resumed operations for three key notarial registers: the Unified Register of Powers of Attorney, the Register of Inheritance, and the Unified Register of Special Forms of Notarial Documents.
