Ukraine will receive the first funds from the European Union’s €90 billion financial support package in April 2026, EU economy commissioner Valdis Dombrovskis said, according to Interfax-Ukraine on Jan. 14.

The European Commission hopes that by the beginning of March the “legislative process” will be completed, allowing payments to Ukraine to be made in April.

“On the one hand, we will work with the EU co-legislators (the European Parliament and the European Council, — ed.) to ensure a swift legislative process, which we hope will be completed by the beginning of March, enabling payments in April,” Dombrovskis said at a press conference on the European Commission’s legislative initiatives aimed at implementing the December European Council decision to provide Ukraine with 90 billion euros in financial support for 2026–2027.

He said that at the same time, the European Commission is working with the Ukrainian authorities on preparing a financial strategy for 2026 so that “all the necessary documents and steps can be adopted in time.”

“And I would say that in previous years as well, we have worked with the Ukrainian authorities under very tight deadlines and were able to deliver results,” Dombrovskis added.

In addition, according to the EU commissioner, parallel work is under way with other international partners providing financial support to Ukraine “to ensure their front-loading in the first quarter of 2026 in order to cover this financing gap that Ukraine is already facing in the first quarter.”

“And I would say that this work is also progressing quite successfully,” Dombrovskis said.

As reported, on Dec. 19 EU leaders reached an agreement to provide Ukraine with 90 billion euros in financial support in 2026–2027 — frozen Russian assets will not be used for this purpose for now.
