Ukraine-US partnership memo not yet an agreement, says Rada's budget committee head
The Ukrainian-U.S. Memorandum of Economic Partnership, which was signed on April 17, is a declaration of intent rather than an actual agreement, the chairman of the Parliament's Committee on Finance, Tax, and Customs Policy, Danylo Hetmantsev, wrote on Telegram the following day.
He welcomed the step forward in cooperation between the two countries, saying that "Ukraine needs investment more than ever to recover from the consequences of the war.”
However, he stressed two important points: first, that the signed memorandum is not an agreement, but a declaration of intent.
And second, any agreement requiring parliamentary ratification should not include retroactive debt, should have mutually beneficial terms, and, most importantly, should provide reliable security guarantees for Ukraine. Otherwise, the Verkhovna Rada will not approve it.
This is also the position of the President Volodymyr Zelenskyy.
Earlier, Ukrainian Economy Minister Yulia Svyrydenko, who signed the memorandum, said that “the agreement will open up opportunities for significant investments, infrastructure modernization, and a mutually beneficial partnership between Ukraine and the United States—this is exactly what our teams are working towards.”
According to her, Kyiv and Washington will soon arrive at the final draft of the deal, which will then be signed and submitted for parliamentary ratification.
On April 18, the Ukrainian Cabinet of Ministers published the text of the memorandum on its website.
