Ukraine prepares registry of banned software
The State Service for Special Communications is finalizing a Cabinet resolution to create a register of prohibited software in Ukraine, a senior official said at the Svoe.IT 2025 conference in Kyiv on May 13.
Ukraine is ramping up efforts to combat the use of Russian software disguised as domestic or European products, a senior official said.
“The issue of hostile software is very painful. There is constant mimicry of certain hostile software under domestic or European brands,” said Ihor Stelnyk, a representative of Ukraine’s State Special Communications Service, during the Svoe.IT 2025 conference.
Despite previous sanctions imposed by the National Security and Defense Council on Russian websites and software, many users have yet to fully transition to approved domestic or international alternatives.
A new law — No. 4336-ІХ on information protection and cyber defense — aims to address this gap by requiring state agencies to use only software not listed in a forthcoming government register of prohibited programs.
Stelnyk said the State Special Communications Service is finalizing a draft Cabinet resolution to regulate the creation and enforcement of that register.
“I strongly believe the professional community must be involved in developing the criteria for what gets included in the list,” he said.
The Svoe.IT 2025 event focused on how Ukrainian-developed IT products are scaling up and replacing foreign, including Russian, software.
Earlier reports indicated that some Ukrainian businesses have already found ways to disable or remove Russian software from their systems.
