Artillery shell procurement lagging, contractor warns

Defense firm Ukrainian Armor urged the Defense Ministry to
promptly finalize contracts with vetted suppliers for 155mm artillery
rounds, in a statement published via Facebook on April 29.
The company said that in January the General Staff and the Defense Ministry planned purchases for 2026 and identified long-range 155mm rounds as a priority. But the Defense Procurement Agency still had not signed a single contract for 155mm rounds as of that date, Ukrainian Armor said.
"Today, April 29, 2026, the Defense Procurement Agency still has not signed a single contract for the supply of 155mm rounds. Such delays can only be explained by behind-the-scenes intrigues to select the ‘right’ suppliers," the company wrote.
Ukrainian Armor said it has fulfilled 100% of its deliveries of 155mm rounds of various ranges to the Defense Ministry since the start of the full-scale invasion, but some suppliers contracted by the agency have delayed deliveries. The company said it has a licensing agreement with a global manufacturer and that its shipments are confirmed, while foreign suppliers used by the agency have delayed tens of thousands of urgently needed 155mm shells.
The firm said actual fulfillment of contracts for 155mm ammunition has been 30% to 50% during different calendar periods.
“Year after year the agency, knowingly or not, repeats the
same mistakes: it awards contracts to the cheapest bidders — companies that do
not confirm their ability to produce and deliver,” the message added.
