Ukraine launches contests for Naftogaz, Energoatom supervisory boards

The Cabinet of Ministers has launched open competitions to fill seats on the supervisory boards of state-owned energy giants Naftogaz Ukraine and Energoatom, Prime Minister Yulia Svyrydenko announced on Nov. 18.

“This is another step in the government’s plan to renew management across all state-owned companies in the energy sector,” Svyrydenko said. “Current board member contracts expire in January, so the contest is starting now to approve a new board composition and ensure a seamless transition.”

The current Naftogaz supervisory board is chaired by Anthony Marino, with Nataliya Boyko as deputy chair and members Tor Martin Anfinnsen, Richard Hookway, Ludo Van der Heyden, Rostyslav Shurma and Kostiantyn Marievich.

"The announced competition for candidates to the Energoatom supervisory board is unscheduled. On Nov.r 11, 2025, the government terminated the powers of the supervisory board ahead of schedule," the Ministry of Economy, Environment, and Agriculture reported. "At the time this decision was made, the supervisory board had two independent members, and a competitive selection process was underway for two more vacant positions. The new competition will allow the positions vacated due to the early termination of the supervisory board to be filled."

Energoatom’s supervisory board consists of four independent members selected competitively and three state representatives.

The moves follow a broader government plan to refresh supervisory boards and executive bodies across fuel and energy companies, announced amid a major corruption probe at Energoatom.

On Nov. 10, President Volodymyr Zelenskyy stressed transparency in the energy sector and accountability for corruption after the Nantional Anti-Corruption Bureau of Ukraine exposed a large-scale scheme.

On Nov. 13, Svyrydenko ordered audits of the largest state enterprises, including in energy and defense.

On Nov. 15, Zelenskyy declared the start of a comprehensive reset for key state energy firms: Energoatom, Ukrhydroenergo, the Gas Transmission System Operator, Naftogaz and others.
