Ukrainian Prime Minister Sergii Koretskyi said the government has finalized changes to the system for exempting workers from mobilization.

Koretskyi announced the changes in a Telegram post on Oct. 23.

“The main task is to establish fair and clear rules for everyone working in the rear — and, above all, for those who are fighting,” the PM said.

Koretskyi described the changes as “difficult but necessary.”

He said a company’s critical status should be determined separately from its economic performance. Critical sectors, he said, should include those that “genuinely support the defense and economy,” including the defense industry, energy, communications, logistics and utilities.

Nothing will change for companies in those sectors, Koretskyi said. At the same time, sector-specific and regional criteria for critical status will be updated and reviewed for abuse.

The maximum level of exemption from mobilization, including for energy and defense-industry companies, will no longer be 100%.

“Unconditional full exemption is unfair to those who serve and creates room for abuse,” Koretskyi said.

The government is also preparing a mechanism for 100% exemptions for companies that meet their mobilization obligations. A company will be able to exempt all its employees if it regularly and voluntarily sends some of them into military service, Koretskyi said.

He added that employees who enter military service will retain their jobs and salaries.

“The ultimate goal is for no one to have to search for anyone in the streets; there must be a clear system in which everyone knows their rights and obligations,” Koretskyi said.
