Cabinet prepares 2025 budget draft for second reading

The Cabinet has approved a draft of 2025 state budget for second reading in the parliament, Ukrainian PM Denys Shmyhal announced on Nov. 8.

The budget focuses on nation defense and security, Shmyhal said. It proposes allocating UAH 2.225 trillion ($54 billion) for these needs.

“All [Ukrainian] taxpayer money will be exclusively used to support security and defense forces, produce and purchase new weapons, drones, and equipment,” the PM assured.

At the same time, social welfare, education, and healthcare remain among the budget’s priorities.

Compared to the first reading, the new draft includes UAH 50 billion ($1.2 billion) in additional spending, including UAH 12 billion ($581 million) for education, UAH 6.4 billion ($153 million) for healthcare, and UAH 5 billion ($121 million) for veteran care.
