China responds to Ukraine’s claims on supplies to Russian military
China is "well aware" that Ukraine understands its control over dual-use goods, Foreign Ministry spokeswoman Mao Ning said, according to Global Times on May 27.
Commenting on a statement by Ukraine’s Foreign Intelligence Service that China supplies key materials to 20 Russian military factories, Chinese Foreign Ministry spokesperson Ning said: “China has never provided lethal weapons to any party to the conflict and strictly controls dual-use goods.”
“The Ukrainian side knows this well. China resolutely opposes groundless accusations and political manipulation,” she added.
Ning also reiterated that China’s position on what she referred to as the “crisis in Ukraine” — in reference to Russia’s full-scale war — is “consistent and clear.”
On May 25, Oleh Ivashchenko, head of Ukraine’s Foreign Intelligence Service, said China had supplied special chemicals, gunpowder, and machine tools to 20 Russian military factories.
According to Ivashchenko, between 2024 and 2025, Ukraine recorded at least five instances of cooperation between Russia and China in the aviation sector, involving equipment, spare parts, and technical documentation. In six separate cases, large shipments of special chemicals were also reported.
On Jan. 13, Reuters reported that China’s trade turnover with Russia reached 1.74 trillion yuan (approximately $237 billion) in 2024 — a record high.
