Parliament passes e-declaration restoration bill on first reading
The Verkhovna Rada, Ukraine’s parliament, has passed a bill on restoring e-declarations for government officials on the first reading, Holos party MP Yaroslav Zheleznyak reported on Telegram on July 27.
299 MPs voted in favor of the bill.
If the bill is passed on the second reading and signed by the president, officials will be required to filed e-declarations not only for, 2023 but for all previous years that are required, Zheleznyak said.
The bill states that e-declarations will be publicly available in the Unified State Register of Declarations until the termination or cancellation of martial law. However, the e-declarations will not publicly reveal:

the registration number of the
taxpayer's registration card or the passport number;
●
places of residence;
●
date of birth;
●
the location of objects
specified in the declaration;
●
account number at a bank or
other financial institution;
●
data on settlements where the
objects specified in the declaration are located, or the actual place of
residence/registered place of residence;
● names of all other persons specified in the declaration (except for the subject of the declaration).
Additionally, certain military officials will also be required to submit declarations by
●
the date of the end of
hostilities;
●
date of the end of enemy
occupation in the region where the individual resides;
●
return to the point of
permanent deployment or place of permanent work (except for rotation);
● termination or abolition of martial law.
Zheleznyak clarified that these officials are persons who:
●
for the exercise of official
powers are located in territories where active hostilities are taking place;
●
reside in temporarily occupied
territories;
●
are military service members
that take a direct part in hostilities;
●
are employed by bodies
authorized to carry out intelligence and/or counter-intelligence activities, or
directly participate in intelligence measures;
● are sent to other states to participate in international operations to maintain peace and security
After the start of the full-scaleinvasion of Russia, the Ukrainian parliament made it optional for officials to submit property declarations. However, following the signing of a memorandum with the IMF, Kyiv agreed to resume e-declarations by August 1, 2023.
