Effective security guarantees for Ukraine – French Ambassador
Paris is ready to support Ukraine’s accession to NATO or
provide robust security agreements, but this is not the responsibility of a
single country, French Ambassador to Ukraine Gaël Veyssière told NV.
There are two potential scenarios for implementing security
guarantees for Ukraine in the event of peace negotiations with Russia,
Veyssière said in an interview with NV.
He explained that “technically, there are many different
formats of security guarantees,” and Ukraine already has several security
agreements with countries including France. However, if peace talks with Russia
lead to an agreement, “much stronger security guarantees” may be required.
“It would make sense to consider NATO and Article 5,”
Veyssière said. “And as we have discussed before, France is certainly open to
this.”
However, the ambassador noted that alternatives to NATO are
also possible. “There is a long history of peacekeeping operations or other
military deployments and formats of guarantees,” he said. “The issue is that
there’s no magic solution, as much depends on the situation on the ground. Is
there an agreement? Is it limited to specific aspects or comprehensive? Do all
parties recognize it as sustainable? Is it short-term? Finding the right
balance here is critical.”
In any case, France is ready to support Ukraine, Veyssière
assured. At the same time, he emphasized that creating effective guarantees
must involve the entire international community, not just France and the United
Kingdom.
“All partners, including the United States, must join such efforts, as this would send the strongest possible signal that the guarantees are truly reliable,” Veyssière said.
