EU may extend Ukrainian refugee protections beyond 2027

The European Commission is developing options for an EU-wide
decision on extending legal protections for Ukrainian
refugees after March 2027, Ukrainska Pravda reported on March 27.
The commission is consulting member states on possible pathways for Ukrainians currently under temporary protection to receive a new legal status beginning in March 2027. A concrete proposal is expected by the end of May 2026, after which member states will formally review it in Brussels, the report said.
Officials are reportedly considering a wide range of options, from moving Ukrainians onto the general rules for residence permits in EU countries to creating a new special status for Ukrainian refugees. Sources say an extension of the temporary protection for one more year is also under discussion, given that the Russo–Ukrainian war.
The Temporary Protection Directive, enacted in March 2022, allowed millions of Ukrainians to live and work in Europe without going through usual asylum claims processing.
In 2025 the EU adopted a recommendation to phase out the
program through a “coordinated transition” to more stable legal statuses for
Ukrainians, including residence permits tied to work, study or long-term
residence, and support for voluntary returns when conditions allow.
