EU sets sights on 20th sanctions package against Russia

The European Union’s 20th package of sanctions against Russia for its aggression against Ukraine is expected to be adopted in early 2026, the block’s leaders announced after the Dec. 18 European Council meeting in Brussels.
The document, "firmly supported by 25 heads of state or government," emphasizes the EU’s commitment to maintaining and intensifying pressure on Russia to end the war in Ukraine and engage in constructive peace talks.
“The European Council calls on the Council to continue working on a new sanctions package, with the aim of adopting it as soon as possible after its presentation in early 2026. It also stresses the importance of further coordination with G7 and other like-minded partners on sanctions, and of further reinforcing the anti-circumvention measures,” the conclusions state.
EU leaders highlighted efforts to restrict the operations of Russia’s “shadow fleet,” which have reduced Russian energy revenues, and condemned military support provided to Russia by third countries, including Iran, Belarus, and North Korea.
“The European Council urges all countries to immediately cease any assistance to Russia in its war of aggression against Ukraine, whether direct or indirect, notably through the provision of dual-use goods or components.”
