European Commission proposes EUR45 billion Ukraine disbursement in 2026

The European Commission proposed that the EU Council approve
EUR45 billion ($52 billion) in support for Ukraine in 2026, part of the EUR90
billion loan program planned for 2026–27, the commission said in
a statement on April 1.
“We will deliver on the EUR90 billion loan to Ukraine,” the message quoted European Commission President Ursula von der Leyen.
“Today, we are taking the necessary preparatory steps to mobilise this year's budget and procure defence equipment, with a focus on Ukraine's cutting-edge drone industry. With this we send a clear message: the Commission stands ready to move forward.”
The commission’s implementation proposal foresees EUR45 billion being made available to Ukraine by Dec. 31, 2026, with the remainder of the EUR90 billion to follow in 2027. After the EU Council approves the disbursement, the commission said it will move as quickly as possible to pay the first tranche.
The 2026 funding would include EUR16.7 billion in budgetary support, split equally between the Ukraine Facility program and macro-financial assistance, and EUR28.3 billion to bolster Ukraine’s defense-industrial capacity. The commission said the budget support will be tied to strict conditions on the rule of law, anti-corruption measures, and economic resilience and stability.
The commission also approved measures allowing Ukraine to
use exceptions for the procurement of drones. The statement said this will
prepare the way for urgent defense purchases under the instrument, and that
additional procurement schedules for other defense items, including missiles
and ammunition, will be published in coming months.
