EU readies $1 billion to help Ukraine through next winter

The European Union will help Ukraine prepare for the winter
of 2026–27 under a new EUR920 million ($1 billion) plan, European
Commission President Ursula von der Leyen said on Feb. 24.
She made the announcement in Kyiv at a joint news conference with President Volodymyr Zelenskyy and European Council President Antonio Costa.
“We have developed a new winter plan for 2026–27,” von der Leyen said.
“It will include a EUR920 million package to stabilize Ukraine’s energy system. For example, it will ensure stable electricity supplies across the country and support decentralization of renewable energy production.”
She said the Brussels plan will include repairs and upgrades to power grids and combined heat-and-power plants (CHP). Energy support for Ukraine will require close coordination among all partner countries and organizations, she added.
“To that end, [European Energy] Commissioner Jorgensen and Deputy Prime Minister [and Energy Minister] Denys Shmyhal will hold an ‘energy Ramstein’ meeting in March to ensure coordinated and trouble-free assistance,” von der Leyen added.
“That will make sure Ukraine receives exactly what it needs.”
On Feb. 20, Ukraine’s Energy Ministry said the
country will receive more than EUR600 million in equipment, including
decommissioned units from six European CHP and thermal power plants.
