European Union cannot offer Ukraine security guarantees – Brussels
The European Union cannot provide security
guarantees to Ukraine because it is not a security bloc, lead spokesperson
for EU foreign affairs and security policy, Peter Stano, said on Aug. 8, as
reported by German broadcaster DW.
"We are not a security organization; this is a discussion for NATO and individual countries, but not for the EU as an organization," said Stano.
He added that the EU supports Ukraine in several areas, including funding for arms supplies. According to him, the bloc can support third-party security guarantees, but it itself is not a guarantor.
During the NATO summit in Vilnius on July 12, the leaders of the G7 announced that they had agreed on a declaration on security commitments for Ukraine. These involve multilateral efforts to build up Ukraine’s armed forces to deter any future Russian aggression.
The Office of the President stated that the declaration is a general framework document, and the next step should be a system of bilateral security agreements between Ukraine and individual countries.
The first country with which Ukraine started negotiations on bilateral agreements is the United States.
